House Demolition in Ipswich

In Ipswich the question that decides your project is not how old your house is. It is whether your property is mapped — because character protection here works by mapping, not by build date.

Two approval systems, and people constantly confuse them

Queensland runs demolition through two separate frameworks, and understanding which is which saves a lot of confusion.

Planning approval sits under the *Planning Act 2016* and is assessed by Ipswich City Council. It answers the question *should this happen here* — heritage, character, flood, zoning.

Building approval sits under the *Building Act 1975* and is usually issued by a private building certifier, not the council. It answers *how the work is carried out*.

The dependency between them is what sets your timeline: where demolition has to be assessed against the planning scheme — because a character or heritage overlay applies — your certifier must wait for council's development permit before issuing building approval. Get that order wrong and you have paid for an assessment that cannot proceed.

Character protection in Ipswich works differently to Brisbane

This is the single most misunderstood thing about demolishing in Ipswich, and most of the confusion is imported from next door.

Brisbane protects dwellings built in 1946 or earlier through its Traditional Building Character overlay. It is a date-based trigger, and it is well known.

Ipswich is not Brisbane. Ipswich protects character by mapping. Council's own fact sheet puts it plainly:

If a place that is valued is not listed in Schedule 7, or identified in the character zones or overlay, it is not protected by the planning scheme.

So the question is not "was my house built before 1946?" It is "is my property mapped?" Two houses of identical age on the same street can sit on opposite sides of that line.

The two mechanisms to check are the Character Residential Zone, which is a zone in its own right, and the Character Places and Areas Overlay, backed by Schedule 7 — Local Character Places and Areas. Ipswich has more than 6,000 local heritage-listed sites, so this is not a remote possibility.

Where a place *is* listed, be realistic about the outcome. Council states:

Demolishing or removing a listed character place is usually not supported given that the location and setting of a place contributes strongly to its established cultural heritage significance.

Two practical notes. Ipswich City Plan 2025 commenced on 1 July 2025, so older advice may reference the previous scheme — which used Schedule 2 rather than Schedule 7. And council retains a Heritage Adviser who provides free expert advice to owners *and prospective purchasers*, which almost nobody takes advantage of.

How to check: council's online mapping and the address-search Property Report, which shows your zoning and every overlay affecting the land. Do it before you engage an architect, not after.

Flood is a real local factor

Ipswich lies on a floodplain, and the Flood Risk and Overland Flow Overlay grades land across five risk bands from Extreme to Very Low, plus Priority Evacuation Areas and Flood Resilient Precincts. Zoning was revised to reflect what actually flooded in 2011, 2013 and 2022.

If you are demolishing to rebuild, the overlay governs your new minimum floor levels — which means it shapes the rebuild design, not just the demolition. Worth establishing early rather than at the design stage.

We have worked flood-affected sites through Goodna and the Bremer corridor, including properties that came down under the state buy-back program. That program has since closed, so it is context for our experience rather than an avenue still open to you.

Springfield and Ripley

Both growth corridors sit under additional planning controls in Part 10 of the scheme, separate from the general provisions. If your block is in either, that is the first thing to check.

Services — and the one that stops everything

Electricity is the hard gate on every Queensland demolition, and the wording is unambiguous. Energex requires supply abolishment — permanent removal of the connection, not disconnection — and states:

Building demolition or removal cannot, under any circumstances, start until Energex has confirmed in writing that the work to remove the connection has been completed.

Two things people get wrong:

Your electricity retailer lodges the abolishment, not you. Ringing Energex directly when you have an active account sends you back to the start.

Allow around 20 business days for a straightforward urban abolishment. It is the longest single item on most demolition programs, so it should be lodged first, not last.

Gas follows the same pattern — abolishment rather than disconnection, lodged through your retailer with the distributor. For water and sewer, Urban Utilities handles the disconnection; we confirm their current process and lead time directly with them on 13 23 64 rather than quoting figures that move.

Permits from council

Ipswich issues a Road Permit — the umbrella approval covering footpath and verge activity, hoarding, scaffolding, site sheds and materials on the road reserve. Allow at least 20 business days.

Note the terminology, because Brisbane content trips people up here: Ipswich does not issue an "asset protection permit". That is a Brisbane product. Ipswich's equivalent is the Road Permit.

A driveway or crossover permit runs $113.00 on the current fee register. Tree and vegetation approval falls under Local Law No. 49 (Protection of Important Vegetation) 2019, and Vegetation Protection Orders exist over some properties.

On the demolition application itself, Ipswich prices it "By quote" rather than at a fixed fee. Anyone quoting you a flat "$200 to $300 demolition permit" for Ipswich is repeating a figure from somewhere else.

Costs and timing

Brisbane and Ipswich house demolition generally runs $12,000 to $40,000, or roughly $40 to $150 per square metre. A worked example published locally: a 1950s 450 m² weatherboard with moderate asbestos came in at $26,500. Asbestos is the biggest single variable in that range, which is why we price asbestos removal from a test result rather than a guess.

On site, a two-bedroom house is typically two to three days, and a four-bedroom up to five days. What sets the overall program is approvals and the Energex abolishment, not the machine work.

One cost that has moved: Queensland's waste levy is $125 per tonne in metropolitan areas for 2025-26, rising to $135 in 2026-27. Any quote built on the older $105 figure is out of date.

Before you demolish — is your house worth moving?

Ipswich has a genuine house removal industry, and for a timber-framed, stumped Queenslander it is worth an appraisal before you commit to demolition. Several operators will assess by phone and confirm on site.

Be realistic about two things: slab-on-ground construction generally rules a house out, and the commercial model varies — some removalists buy, others charge to take the house away. It is worth a phone call, not a guaranteed cheque.

FAQs

Residential House Demolition — common questions

Do I need council approval to demolish a house in Ipswich?

You need building approval, usually from a private building certifier rather than council. Whether you also need planning approval from Ipswich City Council depends on your property — principally whether a character or heritage overlay applies, or a flood or other overlay is triggered. Where planning approval is required, your certifier cannot issue building approval until council has granted it, so the order matters.

My house was built before 1946 — can I still demolish it?

Possibly, and Ipswich works differently from Brisbane here. Brisbane uses a date-based trigger for pre-1947 dwellings. Ipswich protects character by mapping instead — council states that if a place is not listed in Schedule 7 or identified in the character zones or overlay, it is not protected by the planning scheme. So the question is whether your property is mapped, not how old the house is. Check your Property Report.

How much does it cost to demolish a house in Ipswich?

Generally $12,000 to $40,000, or roughly $40 to $150 per square metre for Brisbane and Ipswich. A published local example: a 1950s 450 square metre weatherboard with moderate asbestos came in at $26,500. Asbestos is the biggest variable. Note Queensland's waste levy is now $125 per tonne in metro areas rising to $135, so quotes built on older levy figures understate disposal.

How long does the whole process take?

The demolition itself is short — two to three days for a two-bedroom house, up to five for a four-bedroom. What sets the program is approvals and services. Energex supply abolishment alone takes around 20 business days and demolition legally cannot start until Energex confirms completion in writing. A Road Permit needs at least 20 business days too. Where a planning approval is required, add that ahead of everything.

What is included in the quote, and what is not?

Typically included: site fencing, the demolition, removal of demolition waste, and site clearing. Commonly extra or quoted separately: asbestos beyond what was visible at quote, household contents left behind, slab removal where it is not in scope, pools and outbuildings, and tree removal requiring vegetation approval. Ask specifically about the waste levy, since disposal is a real cost that varies with what comes off the site.

Who arranges the electricity disconnection?

Your electricity retailer lodges it with Energex, not you directly and not us — and the term you need is "supply abolishment", not disconnection. Ringing Energex yourself while you have an active account sends you back to your retailer. Allow around 20 business days. Energex states that demolition cannot start under any circumstances until it has confirmed in writing that the connection has been removed, so this is the first thing to start.

Should I look at having the house removed instead?

For a timber-framed, stumped Queenslander it is genuinely worth an appraisal, and Ipswich has an established house removal industry with operators who will assess by phone and confirm on site. Two caveats: slab-on-ground construction generally rules a house out, and the commercial model varies — some removalists buy the house, others charge to take it away. Treat it as worth a phone call rather than a guaranteed payment.

Does the flood overlay affect my demolition?

It affects the rebuild more than the demolition. Ipswich lies on a floodplain and the Flood Risk and Overland Flow Overlay grades land across five risk bands, with zoning revised to reflect the 2011, 2013 and 2022 floods. Where you are knocking down to rebuild, the overlay governs minimum floor levels for the new house — so it shapes your design and is worth establishing before an architect starts, not after.
